Research on the American Quality Governance System

美国质量治理体系发展日趋成熟,并呈现出独立监管和共同治理的显著特点。本文梳理了美国质量治理体系的建立、发展和构成,并通过分析各方在质量治理体系中的作用构建了美国质量治理体系架构。最后,基于美国质量治理体系实践的成功经验,从优化制度、完善法律、赋予监管机构更多权利以及鼓励社会组织参与等方面为我国质量治理体系的发展提出了有关建议。

The American quality governance system becomes more and more mature, and presents the remarkable characteristics of independent supervision and common governance. This paper introduces the establishment,development and composition of the American quality governance system, and constructs the framework of the American quality governance system by analyzing the role of all parties in the quality governance system. Finally, based on the successful experience of the practice of the American quality governance system, this paper puts forward relevant suggestions for the development of China’s quality governance system from the aspects of optimizing the system,perfecting the laws, giving more rights to regulators and encouraging the participation of social organizations.
