调整“双随机、一公开”抽查数量的方法研究

摘要 地方政府在开展“双随机、一公开”监管中,确定与调整各系统部门的监督抽查企业数量没有一个严谨的规定,仅凭主观意愿,缺乏科学性,甚至出现背离“双随机、一公开”精神。由于受到财政资金限制,不能随意增加抽查经费与扩大抽查数量,如何最大效率开展监督抽查是地方政府研究的课题。本文应用内曼分配数学模型,以各系统部门的企业抽查质量情况作为判定分析依据,并结合监督抽查的特点,来调整各系统部门监督抽查的检验数量,很好地贯彻了政府提倡与实施的“质量好的系统少抽查、质量差的系统多抽查”要求,避免出现人为的主观臆断而造成监管工作的偏差,使各系统部门在执行“双随机、一公开”监管的抽查企业数量上有章可循、科学规范。 In the process of carrying out the oversight model of “random inspection and public release”, the local governments do not have strict provisions for determining and adjusting the number of enterprises supervised and randomly checked by various system departments. It is based on the subjective will, lacks scientific nature, and even deviates from the “random inspection and public release” spirit. Due to the limitation of financial funds, it is impossible to increase the funds and expand the sampling number. How to carry out supervision and random checks with maximum efficiency is the research topic of local government. In this paper, the Neyman allocation mathematical model is applied, and the quality of enterprise sampling inspection of each system department is taken as the basis of judgment and analysis, and the quantity of supervision and sampling inspection of each system department is adjusted combined with the characteristics of supervision and sampling inspection, which is a good implementation of the government’s requirements of more spot checks on good systems rather than poor systems, to avoid deviation of supervision work caused by subjective assumptions. In this way, the system departments can have rules to follow in the implementation of “random inspection and public release” of the number of spot check enterprises have rules to follow scientific norms.
