中老铁路磨丁—万象段技术规章体系构建研究

Study on Establishment of Technical Regulation System for Boten-Vientiane Section of China-Laos Railway

目前铁路技术规章体系国际化的要求日益迫切,通过分析老挝国内交通运输现状、铁路运输法律法规及规章制度等,剖析中老铁路国外段运营管理技术规章体系构建需求,以中国铁路技术规章体系为基础,结合磨万铁路技术条件,提出磨万铁路运营管理技术规章体系总体思路和架构,创新构建磨万铁路运营管理“1+N”技术规章体系,打破原有车务、机务、车辆、供电、工务等专业管理框架结构,按照运输组织、移动设备、固定设备、安全及应急等4个板块构建技术规章体系,精简压缩铁路技术规章。同时,提出加快汉老双语教材编制、做好铁路技术规章验证、健全铁路技术规章体系研究等对策,为磨万铁路技术规章体系建设提供指导和参考。

At present, the requirements of internationalizing the railway technical regulation system are increasingly urgent.This paper analyzed the current transportation in Laos and railway transportation laws, regulations, and rules and studied the requirement of constructing a technical regulation system for the operation and management of the section outside China of the China-Laos Railway. Based on the Chinese railway technical regulation system, this paper combined the technical conditions of the Boten-Vientiane Railway, put forward the overall idea and framework of the technical regulation system for the Boten-Vientiane Railway operation and management, and innovatively established the “1 + N” technical regulation system for the Boten-Vientiane Railway operation and management. In addition, the paper broke the original professional management framework in terms of train operation, locomotive, vehicle, power supply, and track maintenance and constructed a technical regulation system based on transportation organization, mobile equipment, fixed equipment,safety, and emergency to make railway technical regulations compressed. At the same time, the paper also put forward countermeasures, such as accelerating the compilation of Chinese-Lao bilingual textbooks, verifying railway technical regulations carefully, and improving research on railway technical regulation systems, so as to provide guidance and reference for establishing a technical regulation system for the Boten-Vientiane Railway.
