瓦日铁路集疏运一体化发展实践与优化研究 被引量:5

摘要 瓦日铁路作为我国晋中南重要的铁路货运通道,是我国“西煤东输”的能源动脉。瓦日铁路开通初期,受各方面因素影响,整体运输效率不高,在国铁集团制定的三年增量行动方案中,该线路是运需矛盾最突出、调整结构最迫切的“六线六区域”之一。通过分析瓦日铁路在专用线建设、集疏运通道、发运市场、运输衔接等集疏运系统发展中存在的问题,阐述打造瓦日铁路“上集下疏、一体运营”体系实践历程及实施效果。最后,从优化完善集疏运系统布局、加强统筹协调集疏运系统能力2个方面,提出持续推进扩能改造、优化机车整备布局、优化列检作业布局、大力发展多式联运、优化运输组织模式、优化日(班)计划编制、建设智慧物流信息平台等瓦日铁路“集疏运一体化”优化发展策略。 As an important railway freight transportation corridor in central and southern Shanxi Province, the WatangRizhao Railway is the energy artery of China’s “Coal Transportation from West to East”. Due to various factors, its overall transportation efficiency was low when it was newly opened. In the three-year incremental action plan formulated by China State Railway Group, this line is one of the “six lines and six regions” with the most prominent contradiction between transportation supply and demand and the most urgent need for structural adjustment. This paper analyzed the problems in the construction of railway industrial sidings, collection and distribution corridor, shipment market, and transportation connection during the development of a collection and distribution system for the Watang-Rizhao Railway.Then, it expounded the implementation process and effect of an “upstream collection and downstream distribution and integrated operation” system built for the Watang-Rizhao Railway. Finally, this paper proposed optimization strategies for the development of “integrated collection and distribution” for this railway from the two aspects of optimizing and refining the layout of the collection and distribution system and strengthening the overall coordination of the system’s capabilities.Specifically, the strategies proposed include promoting capacity expansion and transformation continuously, optimizing the layout of locomotive service and train inspection operations, vigorously developing multimodal transportation, optimizing the transportation organization mode, carefully compiling the daily(shift) plan, and building a smart logistics information platform.
