On the Relationship Between Adhering to the Leadership of the Party and Perfecting the System of National People’s Congress Under the Vision of Modernization of National Governance

国家治理现代化宏大命题不是一座“飞来峰”,是共产党深化对执政规律的认识、自觉追求与时俱进的执政理念,有目的敢担当勇于将其作为全面深化改革的奋斗目标。党的领导与人大制度作为当代中国政治制度中两个重要组成部分,处理好执政党与国家权力机关的关系是中国政治发展的主线,完善国家治理体系、提升国家治理能力的目标离不开二者的有机统一。

The modernization of national governance is a goal of the Communist Party of China(CPC)in comprehensively promoting the reforms,understanding the governance rules and upgrading its governance ideas.Both the leadership of the CPC and people’s congress system are important parts of contemporary China’s political systems,and the management of the relationship between the leading party and legislative bodies is the very core of Chinese politics.The goal of the promotion of governance capability cannot be achieved without the integration of the leadership of the CPC and the people’s congress system.The modernization of national governance is not a lip service but a real action following the socialism with Chinese characteristics,adopting the people-oriented approaches to national governance,embodying the institutional advantages and governance effectiveness of the Chinese systems,and promoting the Chinese ways of resolving international governance crises.
