摘要
府际学习是府际合作的重要形式。目前,学界对府际学习的研究大多关注于现象描述,而本文以安徽省为例,旨在通过实证研究方法探索长三角一体化过程中的府际学习实践运作与影响因素。研究发现,地缘性特征促使学习方向呈现出以安徽自身为中心,长三角经济圈外围为边界的“全方位、多层次、宽领域”四方辐射型模型。这种特征既是中央顶层设计与地方探索良性互动的结果,也与政策环境的差异性等密切相关。地方政府出于内在需求进行的府际合作与竞争则是形成府际学习的重要动力。在特定情境下,府际合作与竞争中的信息不对称、零和学习等现象也会阻碍学习的高质量开展。因此,构建科学的学习体制机制,对于府际学习的健康有序开展具有重要的意义。
Intergovernmental learning is an important form of intergovernmental cooperation.At present,most of the academic research on Intergovernmental learning focuses on the description of the phenomenon.This paper uses empirical research methods to explore the practices and influences of intergovernmental learning in the economic integration of the Yangtze River Delta(YRD).It is found that the geographical characteristics of the YRD make the learning centerred on Anhui and extended toward the boundaries of the YRD economic circle,which is a result of the top-level design of the central government,the efforts of local governents and the differences of policy environment.Local governments are the driving forces of intergovernmental learning,but the information asymmetry,zero-sum learning or other phenomena restrict local government from developing high-quality learning.Therefore,the construction of a scientific learning is of great significance for the healthy and orderly development of intergovernmental learning.
