摘要
国际工程项目和人才配置的高效互动是保障中国国际工程企业参与“一带一路”建设的关键因素。文章在“人类命运共同体”的理念和“一带一路”倡议的共同指导下,以推进中国国际工程企业国际化发展为目标,探讨国际工程项目拓展过程如何与人才配置形成高效互动。借助组织理论,尝试在开放系统观下运用社会技术系统理论对国际工程项目拓展和人才配置的互动进行研究,将国际工程项目拓展过程纳入技术系统,同时将人才配置问题纳入社会系统,从两个系统的互动过程出发,构建国际工程项目和全球化人才配置的社会技术系统模型,并寻求社会系统和技术系统联合最优设计,即建立吸引全球化人才的推进机制,以指导国际工程项目的全球化人才配置。
The efficient interaction betw een international engineering projects and talent allocation is a key factor to ensure that China’s international engineering enterprises participate in the construction of “the Belt and Road”. Under the joint guidance of the concept of “community of shared future for mankind”and“the Belt and Road”initiative,and with the goal of promoting the international development of China’s international engineering enterprises,how to form an efficient interaction betw een the expansion process of international engineering projects and talent allocation is mainly discussed. With the hep of the organization theory,the social-technical system theory is used to study the interaction between international engineering project expansion and talent allocation under the view of open system. The expansion process of international engineering projects is brought into the technical system,and talent allocation into the social system. Starting from the interactive process of the tw o systems,a social-technical system theory model of international engineering projects and global talent allocation is constructed so as to seek the optimal design of the combination of social and technical systems,that is,to establish a promotion mechanism to attract global talents to guide the global talent allocation for international engineering projects.
