大学治理能力建设:新挑战、新要求和着力点

New Changes,New Requirements and the Key Point of Construction of University Governance Capacity in China

当前,中国大学治理现代化改革迈入一个新阶段,即大学治理能力建设阶段,在这种全新的治理环境下也面临三大新的挑战:传统的财政收入模式难以为继,一定规模和质量水平的生源难以维持,内部管理的传统模式遭受数智技术大潮的冲击。这些新挑战势必会相应地给大学治理能力建设带来新的要求,即大学需要提升自身的治理能力,包括提升多样资源汲取能力、生源拓展能力和内部管理能力,以使学校的财政来源走向多样化,维持一定数量的合格生源,且能使师生享有精准化和便捷化的管理和服务。面对这些新要求,机构再设计可作为应对改革挑战的一个着力点,即大学可将机构的体系化建构和结构化改造作为其治理能力提升落到实处的一条切实可行的路径。

At present,the modernization reform of China’s university governance has been entering a new stage,but it also faces some new challenges in a new environment,such as the unsustainable financial model,the challenged student enrollment,the impacted internal management by the tide of digital technology and so on.These new changes will inevitably bring new requirements to university governance,which is to absorb the diverse resources to diversify university financial resources,expand the enrollment to maintain a certain number of qualified students and improve internal management capabilities to enable teachers and students to enjoy precise and convenient management and services.In the face of the new requirements,institutional redesign could be taken as a key point,that is to say,through the systematic construction and structural transformation of all the internal units,universities could enhance their governance capacity.
