网络平台信息内容生态自我治理制度研究——以典型网络信息内容服务平台为例

Research on the Information Content Ecological Self-governance System of the Network Platform:A Content Analysis Based on Typical Platforms

系统地收集了21个典型网络信息内容服务平台的内容生态自我治理制度,采用内容分析法与社会网络分析法相结合的方式,从网络内容客体和网络内容发布主体两个维度对平台制度文本内容展开分析,发现平台在制度建设上取得了一定成效,在遵守大部分政策要求的同时还有部分平台进行了制度创新,但是也存在着制度目标利益倾向失衡、部分规则较为保守以及各平台制度完善程度参差不齐等问题,建议网络信息内容服务平台加强政策学习交流,加强政府对制度的制定,构建平台与用户共同制定制度的协同机制,建立更加优化的平台制度监督审查机制。

This paper systematically collects the content ecological self-governance system of 21 typical network information content service platforms,combines content analysis method with social network analysis method,and analyzes the text content of platform system from two dimensions,the object of network content and the subject of network content release.The research finds that the platforms have achieved certain results in institutional construction.They can not only comply with most policy requirements,but also carry out institutional innovation on some platforms.However,they also have some problems,such as the imbalance of system goal and interest tendency,some rules are relatively conservative and the degree of system perfection of each platform is uneven.The research suggests that the platform should strengthen policy learning and exchange,the government should strengthen the guidance of system formulation,the platform and users should establish a collaborative mechanism of system formulation,and the platform system supervision and review mechanism.
