摘要
近年来,环境问题已成为我国政府和公民都十分关注的问题,对环境方面的研究也非常热门。以我国2005—2015年30个省市大中型工业企业的省际面板数据为样本,就环境规制对技术创新产生何种影响做具体的回归分析。结果证明,环境规制与技术创新符合先降后升的U型曲线关系。起初,较低的环境规制水平还不足以促进技术创新,以抑制作用为主,随着环境规制水平的提高,环境规制对技术创新的影响转变为正面作用。人力资本水平、收入水平、外商直接投资和行业利润率对企业技术创新起积极作用,证实了波特假说的成立。因此,要制定合理的环境规制政策,提高人力资本水平,加大引进外资力度,提供对企业环境规制的补贴,使环境污染防治和经济发展实现同步。
In recent years,environmental issues have become a concern of the Chinese government and citizens,and the research on the environment is also very popular.Taking the inter-provincial panel data of large and medium-sized industrial enterprises in 30 provinces and cities in my country from 2005 to 2015 as a sample,a specific regression analysis is made on the impact of environmental regulation on technological innovation.The results show that environmental regulation and technological innovation conform to the U-shaped curve relationship that first falls and then rises.At the beginning,the low level of environmental regulation was not enough to promote technological innovation,and the main inhibitory effect was;with the improvement of the level of environmental regulation,the impact of environmental regulation on technological innovation turned into a positive effect.Human capital level,income level,foreign direct investment and industry profit rate have positive effects on enterprise technological innovation,which confirms the establishment of Porter’s hypothesis.Therefore,it is necessary to formulate reasonable environmental regulation policies,improve the level of human capital,increase the introduction of foreign capital,and provide subsidies for environmental regulation of enterprises,so that environmental pollution prevention and economic development can be synchronized.
