新时期科普政策法规建设的思考——以《北京市科学技术普及条例》修订为例

Thoughts on the construction of the security policies and regulations of science popularization in the new period:taking the amendment of Beijing Science and Technology Popularization Ordinance as an example

科普政策法规保障建设是推进科普工作的现实需要,也是依法治国理念的必然要求。《北京市科学技术普及条例》实施已经超过20年,一些条款和内容已经不能很好地适应当前科普工作的要求,修订工作成为推进首都科普法治体系建设的基础工程。通过梳理分析现有科普政策法规,在摸清北京市科普工作现状和问题的基础上,提出了修订有关的对策建议。

The construction of the security policies and regulations of science popularization is not only the practical need to promote science popularization,but also the inevitable requirement of the concept of ruling the country by law.Beijing Science and Technology Popularization Ordinance has been implemented for more than 20 years,and some of the provisions and contents can no longer meet the requirements of the current work of science popularization,therefore,the amendment has become a basic project to promote the construction of the legal system of science popularization in Beijing.By combing and analyzing the existing science popularization policies and regulations,and figuring out the current situation and problems of science popularization in Beijing,this paper puts forward the suggestions on the amendment of Beijing Science and Technology Popularization Ordinance.
