基于应急指挥知识图谱的智慧化工园区指挥救援系统软件设计构想

摘要 针对各地化工园区多起突发事故暴露出的应急救援指挥混乱、指挥人员缺少经验、指挥信息化程度低、无法有效共享前线准确态势、指挥指令不够明确给实际操作带来困难、多部门协调不足等问题,文章结合笔者工作实践,研究面向化工园区应急指挥领域的语义理解等关键技术,提出基于应急指挥知识图谱的园区指挥救援系统软件架构与功能设计主要思路,实现化工园区重特大或特大事故灾难下的多部门应急救援协同联动,为推动智慧园区应急指挥信息化建设提供参考。 In response to many emergencies in chemical parks in various regions,many problems have been exposed,such as confusion in emergency rescue command,lack of experience in commanders,low level of command information,the frontline accurate situation cannot be efectively shared,and the lack of clear command instructions,which brings dificulties to the actual operation.The article combines the author's work practice to study key technologies such as semantic understanding in the field of emergency command in chemical parks,and proposes the main ideas for the sofware architecture and functional design of the park command and rescue system based on the knowledge map of emergency command to realize major or major accidents in chemical parks.The coordination of multi-departmental emergency rescue under disasters provides the reference for the promotion of the informatization of emergency command in the smart park.
