黑龙江右岸中俄跨界民族开放教育现状的调查研究

在中俄建交70周年之际,与俄罗斯毗邻的黑龙江,伴随着全球化发展进程,围绕着“一带一路”建设,迎来了实现“互联网+”教育,推进教育现代化战略,优先发展教育的机遇。在这一背景下,黑龙江(阿穆尔河)中俄跨界民族教育的发展得到了关注,获得了发展先机。在网络教育发展进程中,探索黑龙江省与俄罗斯毗邻地区的跨界民族教育发展基本状况,获得开放教育发展数据,并进行全面的分析比较,归纳出跨界民族成人普及教育的方式及接受教育的发展趋势,便于今后对人口较少民族的政策倾斜,对于增强民族教育自信,营造全民学习氛围,提升少数民族学历,发展少数民族继续教育,提高其社会适应能力和市场竞争力,具有积极的作用。

On the 70th anniversary of the establishment of diplomatic relations between China and Russia,Heilongjiang Province,which is adjacent to Russia,ushered in the opportunities to realize“Internet+education”,promote the strategy of educational modernization,and give priority to the development of education with the process of globalization development and the construction of the“Belt and Road”.In this context,the development of cross-border ethnic education between China and Russia in Heilongjiang(Amur River)has received attention and obtained development opportunities.In the process of the development of online education,it is necessary to explore the basic condition of the development of cross-border ethnic education in Heilongjiang Province and the adjacent areas of Russia,obtain the development data of open education,conduct a comprehensive analysis and comparison,summarize the methods of universal adult education for cross-border ethnic groups and the development trend of education they received,so as to facilitate policies tilt for ethnic minorities with less population in the future.It has a positive effect on enhancing the confidence of ethnic education,creating the learning atmosphere for all,improving the educational background of ethnic minorities,developing the continuing education of ethnic minorities,and improving their social adaptability and market competitiveness.
