政策工具视角下中国健康养老政策文本量化研究

Quantitative Research on Chinese Health Care Policy Texts from the Perspective of Policy Tools

文章借助政策工具对50项中国健康养老政策文本进行量化分析,深入分析了中国健康养老政策工具运用现状。分析结果显示健康养老基本政策工具偏重供给型和环境型,忽视需求型,同时各政策工具没有得到有效应用。因此需要调整政策工具内部结构,优化健康养老政策制定,强化健康养老政策的系统性,以期实现老年人养老的健康态势,助推健康中国战略实现。

With the help of policy tools,this paper quantitatively analyzes 50 Chinese health care policy texts,and deeply analyzes the application status of China's health care policy tools.The analysis results show that the basic policy tools for healthy old-age care are more focused on supply and environment,while ignoring demand,and various policy tools have not been effectively applied.Therefore,it is necessary to adjust the internal structure of policy tools,optimize the formulation of healthy pension policies,and strengthen the systematization of healthy pension policies,in order to achieve the healthy situation of the elderly care,and promote the realization of the Healthy China.
