长三角城市群新型城镇化质量综合评价和分析--基于PSR模型

摘要 当前我国城镇化发展由高速发展转向高质量发展新阶段,长三角一体化发展为我国重要国家战略。基于压力—状态—响应(PSR)评价模型,从压力指标、状态指标、响应指标三个方面构建新型城镇化质量的影响因素指标体系;利用CRITIC赋权法计算各项指标的权重,并利用综合评价得分评价长三角27个城市的新型城镇化质量。结果表明:(1)PSR模型(压力、状态、响应)子系统对新型城镇化贡献大小分别为:响应R子系统>状态S子系统>压力P子系统,长三角新型城镇化发展总体要依赖于经济发展、社会基础设施健全、环境友好等多因素互相影响,经济、人口、环境、社会等综合因素考虑指标较为合理和科学。(2)由于新型城镇化发展质量的权重中人口和经济指标占比较大,上海、杭州、苏州以及宁波等城市的新型城镇化发展质量得分最高;苏中、苏北、安徽南部的安庆、池州等地偏于内陆地区发展,新型城镇化发展质量综合得分偏低。 Response(PSR)evaluation model to construct an index system of influencing factors of new urbanization quality from three aspects:pressure index,state index and response index;The CRITIC weighting method was used to calculate the weight of each index,and the comprehensive evaluation score was used to evaluate the quality of new urbanization in 27 cities in the Yangtze River Delta.The results show that:(1)The contribution of the subsystems of the PSR model(pressure,state,and response)to the new urbanization are:response R subsystem>state S subsystem>pressure P subsystem.The development of new-type urbanization in the Yangtze River Delta generally depends on the interaction of multiple factors such as economic development,sound social infrastructure,and environmental friendliness.The comprehensive factors such as economy,population,environment,and society consider indicators that are more reasonable and scientific.(2)Due to the large proportion of population and economic indicators in the weight of new-type urbanization development quality,cities such as Shanghai,Hangzhou,Suzhou and Ningbo have the highest scores for new-type urbanization development quality;Central Jiangsu,northern Jiangsu,Anqing,Chizhou and other places in southern Anhui tend to develop inland areas,resulting in a low overall score for the quality of new urbanization development.
