深莞惠都市圈跨区域协作治理的经验借鉴研究

都市圈跨区域协作治理是区域治理领域中一个有待深化和拓展的学术领域。破解都市圈协作治理中的困境,对推进深莞惠都市圈高质量发展、完善深莞惠区域协调发展机制具有重要意义。本文基于考察分析纽约都市圈、伦敦都市圈、巴黎都市圈以及东京都市圈等世界一流都市圈以及国内一些著名都市圈在解决跨区域协作问题过程中所积累的成功经验,从重视都市圈中心城市的辐射引领、打造都市圈高效便捷的交通网络、完善都市圈跨区域协作治理机制、构建多元化跨区域协作组织等方面,提出深莞惠都市圈跨区域协作治理过程中可供借鉴的国内外经验启示。

The cross-regional collaborative governance of metropolitan area is an academic field that needs to be deepened and explored in the field of regional governance.Solving the dilemma in the collaborative governance of the metropolitan area is of great significance for promoting the high-quality development of Shenzhen-Dongguan Huizhou metropolitan area and improving the coordinated development mechanism ofShenzhen-Dongguan-Huizhou metropolitan area. Based on the investigation and analysisof the successful experience accumulated by the world-class metropolitan areas such asthe New York metropolitan area, the London metropolitan area, the Paris metropolitanarea, and the Tokyo metropolitan area as well as some famous domestic metropolitanareas in the process of solving cross-regional cooperation problems, and from the aspectsof emphasizing the radiation and leading functions of the central city in the metropolitanarea, building an efficient and convenient transportation network in the metropolitanarea, improving the cross-regional collaborative governance mechanism of themetropolitan area, establishing diversified cross-regional collaborative organizations,etc. , this paper puts forward some experience and inspirations at home and abroad thatcan be referenced by Shenzhen-Dongguan-Huizhou metropolitan area in its cross-regionalcollaborative governance.
