开发和实施资历框架已成为全球教育发展趋势,截至目前,有超过160个国家和地区已经构建或正在构建国家资历框架,各国都在探索适合本国的资历框架构建路径。国际劳工组织资深专家罗恩·塔克(Ron Tuck)曾为多个国家构建资历框架提供咨询帮助,他在《国家资历框架介绍指南:决策者需关注的概念性和操作性问题》报告中提出了资历框架构建的通用路径,通过“三步走”为各国决策者提供了一份构建国家资历框架的“指导手册”。
The development and implementation of qualification framework have become the trend of global education development. Up to now, more than 160 countries and regions have established or are constructing national qualification frameworks, and countries are exploring paths to build their own national qualification frameworks. Ron Tuck, a senior expert of the International Labour Organization(ILO), once provided advisory assistance for many countries to build the national qualification framework. He proposed a general path for the construction of national qualification framework in the report An Introductory Guide to National Qualification Frameworks: Conceptual and Practical Issues for Policy Makers, and provided a “instruction manual” for decision makers of various countries to build the national qualification framework through the “three-step process”.
