摘要
本文通过构建DEA模型与Malmquist指数从静态与动态两个角度对我国31个省市地区高等教育经费投入产出效率进行测度。研究表明:第一,2018年高等教育经费投入产出综合效率测算值为1的省市地区分别为河北、山西、江西、河南、宁夏等,表明这5个省份对高等教育经费投入的运用最有效且充分。其次,综合效率测算值在(0.600-0.999)之间的省市地区有20个,综合效率测算值在(0.300-0.599)之间的省市地区有6个。且高等教育经费投入产出综合效率与规模效率的相关系数值更大。第二,2016至2018年高等教育经费投入产出全要素生产率指数得分增长的省市地区有12个,下降的省市地区有19个。2017至2018年24个省市地区高等教育经费投入产出全要素生产率指数得分在(0.900-1)之间。2017至2018年高等教育投入产出全要素生产率指数与纯技术效率变化指数的相关系数得分最高,达到0.936。现阶段,应从促进科研成果转化与提升区域高等教育规模效率两方面切入。
This paper constructs DEA model and Malmquist index to measure the input-output efficiency of higher education funds in 31 provinces and cities from the static and dynamic perspectives.The research shows that in Hebei,Shanxi,Jiangxi,Henan,Ningxia provinces and regions,the comprehensive efficiency of higher education funding input and output of 1 in 2018,indicating the most effective and sufficient in the use of higher education funding.In addition,there are 20 provinces and cities with comprehensive efficiency between(0.600,0.999),and 6 provinces and cities with comprehensive efficiency between(0.300,0.599).Therefore,the correlation coefficient between the comprehensive efficiency of input-output and scale efficiency of higher education funds is larger.The research also shows that,from 2016 to 2018,the score index of the input-output total factor productivity of the higher education funds increased in 12 provinces and regions,and decreased in 19 provinces and regions.From 2017 to 2018,the score index of the input-output total factor productivity of the higher education funds in 24 provinces and cities is between 0.900 and 1.From 2017 to 2018,the index of the input-output total factor productivity of the higher education funds and the index of the pure technical efficiency change have the highest correlation coefficient score,reaching 0.936.At present,we should promote the transformation of the scientific research achievements and enhance the scale efficiency of the regional higher education.
