新加坡CPTPP金融服务负面清单及对我国的启示

Singapore’s Negative List on Financial Services of CPTPP and Its Enlightenment to China

CPTPP高度重视金融服务规则,为其单独设立一章并设置了特殊的负面清单结构,这与我国以往参与的自贸协定有很大不同,我国接下来的谈判将面临较大挑战。新加坡CPTPP金融服务负面清单覆盖范围广、措施针对性强,实现了开放与保护的有效平衡,对我国具有参考价值。新加坡制订清单时,特别注重维护本国金融业竞争力、保障国内的金融服务可及性、防范外部金融风险的冲击、实现金融竞争力与金融保护的平衡、选择适合国情的开放模式,这些经验都值得我国借鉴。下一步,我国要认真研究新加坡等国的清单,选择适合我国国情的金融开放模式,采取更加开放的心态,进一步开放行业准入,清单更多依靠准入后措施,加强事中事后监管,建立与CPTPP规则相衔接的金融服务负面清单制度,并探索开展多区域多层次金融开放试点。

CPTPP attaches great importance to financial service rules,establishes a separate chapter and sets up special negative list structure,which is very different from the free trade agreements China has participated in the past.China will face great challenges in the next negotiations.Singapore’s CPTPP negative list of financial services covers a wide range,includes highly targeted measures,achieves an effective balance between openness and protection,and has reference value for China.When formulating the list,Singapore paid special attention to maintaining the competitiveness of its financial industry,ensuring the accessibility of domestic financial services,preventing the impact of external financial risks,balancing financial competitiveness and financial protection,and choosing an opening model suitable for national conditions.These experiences are worthy of our reference.Next,China should carefully study the list of Singapore and other countries,choose a financial opening-up model suitable for China’s national conditions,adopt a more open attitude,further open industry access,rely more on post access measures,strengthen regulation in process and afterwards,establish a negative list system of financial services adapted with CPTPP rules,and explore the pilot of multi regional and multi-level financial opening-up.
