可再生能源视角下中国区域能源效率评价——基于不可分混合DEA模型 被引量:6

Evaluation of China′s Regional Energy Efficiency from the Perspective of Renewable Energy——Based on Non-separable Hybrid DEA Model

摘要 在中国区域能源效率的测算中考虑可再生能源的影响,构建了非期望产出的不可分混合DEA模型,测算了各省的全要素能源效率和节能减排潜力。结果发现:中国全要素能源效率平均值为0.813,在2016年以前一直处于下降的趋势,之后基本保持平稳;可再生能源对提高中国区域能源效率的贡献率为9.3%,但随着可再生能源消费比重的快速增加,其对提高能源效率的作用不断减弱;各省能源效率差异明显,东部省份如北京、上海、江苏、海南等能效最高,西南和西北省份的能效最低;中国30个省份的平均化石能源节约潜力为30.7%,可再生能源节约潜力为8.3%。 Considering the influence of renewable energy in the calculation of regional energy efficiency in China,this paper constructs non-separable hybrid DEA model of undesired output,and calculates the total factor energy efficiency and energy saving and emission reduction potential of each province.The following conclusions are drawn:the average value of China′s total factor energy efficiency in 2011-2018 is 0.813.The energy efficiency has been in a downward trend before 2016,and has been basically stable since 2016.The contribution rate of renewable energy to the improvement of regional energy efficiency in China is 9.3%,but with the rapid increase of renewable energy in primary energy consumption,its role in improving energy efficiency is weakening.There are great differences in total factor energy efficiency among different provinces.The provinces with the highest energy efficiency are Beijing,Shanghai,Jiangsu,Hainan and so on.The provinces with the lowest energy efficiency are mainly concentrated in southwest and Northwest China.The average saving potential of fossil energy and renewable energy is 30.7%and 8.3%respectively.
