疫情下国际组织参与全球教育治理的政策倡议--基于UNESCO、OECD和EU相关文本分析 被引量:3

Policy Initiatives for International Organizations’Participation in Global Education Governance under the Influence of the COVID-19:an Analysis of Texts of UNESCO,OECD and EU

摘要 在全球化的背景下,国际组织参与全球教育治理已然成为常态,其影响力也与日俱增。通过分析联合国教科文组织、经济合作与发展组织和欧盟在疫情之中的政策报告与行动措施,可以窥见国际组织参与全球教育治理的五大政策倡议:推进教育的数字化转型、完善高质量教育建设、保障教育的公平性与包容性、重视师资力量的培训、呼吁区域间的交流与合作。对这些政策的共同着力点开展探究有助于把握疫情影响之下的全球教育局势,对提升教育系统应对突发事件的响应能力有较大指导意义。 In the era of globalization,it has become a normal for international organizations to participate in global education governance,with an increasing influence in the world.This study analyzed the policy reports and actions of UNESCO,the Organization for Economic Cooperation and Development,and the European Union during the Covid-19 pandemic to consider the five policy initiatives of international organizations participating in global education governance:promoting the digital transformation of education;improving the construction of high-quality education;guaranteeing the fairness and inclusiveness of education;emphasizing teachers training;and calling for regional exchanges and cooperation.It will not only help better understand the global educational situation under the influence of the pandemic,but also provide guidance to the improvement of the educational system’s ability to respond to emergencies.
