清末中日治理假茶问题措施异同比较分析

A Comparative Analysis of the Similarities and Differences in Measures to Deal with the Problem of Fake Tea in China and Japan at the End of the Qing Dynasty

摘要 清末假茶问题成了中日茶叶外贸的首要问题,两国茶叶在海外的市场份额或多或少受到了影响。为此中日两国纷纷出台了完善制度、新法制茶、严修律法等一系列措施。但由于清政府的重视程度不高,没有完善茶业相关制度和法律法规,加之华茶自主研发程度低下,因此作为竞争者的日本茶的市场份额很快超越了华茶。文章探究其历史背景,着重研究中日两国治理假茶问题措施的相同点和不同点,挖掘两国措施实施效果不同背后的深层原因。 At the end of the Qing Dynasty,the problem of counterfeit tea became the primary problem of China and Japan's foreign tea trade,and the tea market share of both countries overseas was affected to a greater or lesser extent.In response,China and Japan introduced a series of measures such as improving the system,new tea production laws and strict revision of laws and regulations.But due to the insufficient attention from the Qing government,lack of relevant laws and regulations on tea,and low level of independent research and development,the market share of Japanese tea gradually overtook that of Chinese tea.Based on history,this study explored the similarities and differences in measures dealing with fake tea in China and Japan and attempted to reveal what caused the differences in effects.
