人大监督企业国有资产管理评价指标体系的设计和应用

The Design and Application of the NPC Supervision Mechanism on the Evaluation Index System of State-owned Assets in Enterprises

人大监督国有资产尚处于起步阶段,存在诸多难点障碍,其中,缺少监督指标体系等相应的手段和工具,直接导致监督着力点不明确、监督效力不足等问题。鉴于此,本文以企业国有资产为研究对象,在梳理人大监督国有资产职能定位的基础上,探讨监督指标体系的设计和应用。首先,结合公共权力授权视角、委托代理理论和我国国情提出人大监督企业国有资产的功能定位和职能职责;其次,根据国有企业和政府管理的特征,构建宏微观结合框架下人大监督企业国有资产指标体系,同时,设计可应用于实践的评价和监测机制;最后,就指标体系应用与运行的保障机制提出政策建议。

The NPC supervision mechanism of state-owned assets is still in its infancy, and there are many difficulties and obstacles. Among them, the lack of corresponding means and tools such as supervision index system directly leads to the unclear focus of supervision and the insufficient effectiveness of supervision.In view of this, this paper takes state-owned assets in enterprises as the research object, discusses the design and application of supervision index system based on the function orientation of National People’s Congress supervision of state-owned assets. Firstly, combining with the perspective of public power authorization, principal-agent theory and China’s national conditions, this paper puts forward the function orientation and functions and responsibilities of the NPC to supervise state-owned assets in enterprises. Secondly, according to the characteristics of state-owned enterprises and government management, the index system of state-owned assets supervised by the National People’s Congress under the macro and micro framework is constructed. At the same time, the evaluation and monitoring mechanism can be applied to practice is designed.Finally, the paper puts forward policy suggestions on the guarantee mechanism of the application and operation of the index system.
