摘要
为落实国家运输结构调整和物流业降本增效战略部署,积极参与“一带一路”和粤港澳大湾区建设,充分发挥海铁联运优势,完善多式联运服务体系。通过对广州港基础设施现状及货物集港、疏港现状和海铁联运发展前景的分析,指出广州港海铁联运存在的问题,提出发展广州港海铁联运业务、提高铁路集疏运比重的主要建议措施,包括补齐基础设施设备建设短板、搭建信息数据共享平台、各方标准规则协同化、培育多式联运经营人、建立健全配套支持政策和创新海铁联运组织模式等6方面推进广州港海铁联运高质量发展对策。
For the upgrade of the transport mix of China,the cut of transport costs and the improvement of logistics efficiency,it is necessary to actively participate the“Belt and Road”and the building of the Guangdong-Hong Kong-Macao Greater Bay Area,giving full play to the advantages of sea-rail intermodal transport,and boosting the multimodal transport service system.Based on the analysis of existing infrastructure at Guangzhou Port,the status quo of cargo collection and distribution there and the prospects of sea-rail intermodal transport,the paper points out the existing challenges,and puts forward suggestions to develop the sea-rail transport at Guangzhou Port and increase the proportion of railway in cargo collection,distribution and transport.Measures proposed are as follows-improve infrastructure building,set up an information data sharing platform,coordinate standards and rules of all parties,provide trainings for multimodal transport operators,promote the building of supportive policies and innovate how sea-rail intermodal transport is organized.The goal is to promote the high-quality development of the sea-rail intermodal transport at Guangzhou Port.
