Singapore is considered to be one of the most forward-looking countries in the general trend of digital economy development,which relying on its leading achievements in the fields of e-government,smart transportation,technical convenience services and collaborative digital governance model over the past 40 years.The mechanism of collaborative digital governance between government,enterprises and citizens,reshapes the value creation through deep embedding of digital technology in policies,products and services by using digital capabilities as well as the collaborative governance strategies,cross-level data interconnection and information sharing,and explores design thinking to drive innovation in the public sector,and encourages citizens to transform from consumers to co-creator.It becomes an innovation model for digital governance between the theory and practice of digital transtormation.
