战略性新兴产业专利的创新能力与产业化前景——以青岛市12所高校院所为例 被引量:5

Innovation Ability and Industrialization Prospect of Strategic Emerging Industry Patents:Taking 12 Universities and Institutes in Qingdao as Example

摘要 鉴于目前缺乏从战略性新兴产业角度探讨青岛市高校院所的专利发展情况,为全面反映驻青高校院所的创新能力和潜力,基于《战略性新兴产业分类与国际专利分类参照关系表(2021)(试行)》,利用多维度、多层次的专利竞争力和转化前景量化评价方法,对驻青高校院所在九大战略性新兴产业的专利情况进行量化对比分析。结果表明:专利产出主要集中在7家高校和5家研究所,总体专利竞争力分级较为明显,相对而言,新一代信息技术产业和节能环保产业的专利竞争力差异相对较小,在其他产业中专利呈现较明显的聚集;同时,高校院所专利转化与其专利竞争力具有较高的符合度,其中青岛科技大学和中国石油大学(华东)在优势产业领域已初步形成产学研一体化的发展模式,专利转化优势明显,未来在新能源汽车产业的专利转化有望出现多点增长,而山东科技大学和中国海洋大学具有较强的专利转化潜力。并对驻青高校院所在战略性新兴产业领域的创新发展提出强化专业学科优势、与战略性新兴产业创新融合发展,加强实施专利质量提升工程、培育高价值专利,以及突出专利转化导向理念、释放战略性新兴产业成果价值等对策建议。 In view of the lack of discussion on patent development of universities and institutes in Qingdao from the perspective of strategic emerging Industries,and in order to fully reflect the innovation and potential of universities and institutes in Qingdao,based on the Reference Relation Table of Strategic Emerging Industries Classification and International Patent Classification(2021)(Trial),this paper makes a quantitative and comparative analysis on the patent situation of universities and institutes in nine strategic emerging industries by using multi-dimensional and multi-level quantitative evaluation method of patent competitiveness and transformation prospect.The results show that the patent output is mainly concentrated in 7 universities and 5 research institutes,and the overall patent competitiveness is obviously graded,relatively speaking,the patent competitiveness difference of the new generation of information technology industry and the energy conservation and environmental protection industry is relatively small,in other industries,the patent aggregation is more obvious.At the same time,the patent transformation of universities and institutes and its patent competitiveness have a high degree of compliance,among which Qingdao University of Science and Technology and China University of Petroleum(East China)have initially formed the development model of production and research integration in the advantageous industry field,and the patent transformation has obvious advantages,in the future,the patent transformation in the new energy vehicle industry is expected to see multiple growth,and Shandong University of Science and Technology and Ocean University of China have strong patent transformation potential.Finally,the paper puts forward some innovation and development countermeasure and suggestion for universities and institutes in Qingdao,such as strengthening the advantages of professional disciplines and integrating development through innovation with strategic emerging industries,strengthening the project to improve the quality of patents and cultivating high-value patents,and highlighting the concept of patent transformation and releasing the value of strategic emerging industry achievements.
