Background and Response: A Glimpse into the Governance of Rual Social Resilience in Risk Perception

世界百年未有之大变局中,一些难以抗拒的外部风险点与大众日益丰富的风险感知正共同构成风险社会的复杂内容。韧性治理是治理主体在难以抗拒的风险之下,如何抵御或减轻风险侵袭和叠加影响,在不断应对风险挑战中形成新的适应模式。正处于发展之势的乡村社会,在发展机会增多的同时,也产生了一系列不确定性的风险问题。乡村社会在风险感知和危机治理中有着自身的规律与特色,一方面既保留了自身的文化心理底色、社会底色与政治底色;一方面也体现了以农民、乡贤阶层、基层党组织为主的多元治理主体新的角色赋能、功能协调与责任担当,他们共同呈现了乡村社会韧性治理的基本样态,也构架了乡村社会韧性治理共同体的基本内容,成为新时代乡村社会治理体系与治理能力现代化的重要内容。

Among the unprecedented changes in the world in the centruy, some irresistible external risk points and the increasingly rich risk perception of the public are constituting the complex content of the risk society. Resilient governance is how governance subjects can resist or mitigate the encroachment and superimposed effects of risk in the face of irresistible risk, and develop new models of adaptation in response to the ongoing risks and challenges. The rural society, which is in the momentum of development, has created a series of uncertain risks along with the increased development opportunities. Rural society has its own rules and characteristics in risk perception and crisis governance. On the one hand, it retains its own cultural and psychological, social and political backgrounds;on the other hand, it also reflects the new role empowerment, functional coordination and responsibility of multiple governance subjects mainly made up of farmers, villagers and grass-roots Party organisations. They together present the basic model of resilient governance in rural society and frame the basic content of the community of resilient governance in rural society, thus becoming an important part in the modernization of the governance system and governance capacity of rural society in the new era.
