我国现代海洋产业体系的内涵及重点发展领域研究

The Connotation and Key Development Areas of China′s Modern Marine Industrial System

海洋经济高质量发展是建设海洋强国的必由之路,建设现代海洋产业体系则是实现海洋经济高质量发展的重要一环。首先,基于现代海洋产业体系的先进性、差异性、动态性特征,给出现代海洋产业体系内涵的重新解读,将五大发展理念与产业质量、结构、动力相结合来认识“现代海洋产业体系是什么”。其次,根据现代海洋产业体系的新特征和现阶段我国海洋产业发展的趋势,以海洋产业、核心要素、外部环境为切入点,给出我国现代海洋产业体系建设的重点发展领域,回答“现代海洋产业体系怎么做”的问题,为我国海洋经济高质量发展提供理论指导。

High-quality development of marine economy is the path that China must take to build a maritime power, and building a modern marine industrial system is an important link in achieving the high-quality development of marine economy. Based on the advanced nature, diversity and dynamics of modern marine industry system, this paper reinterprets the connotation of modern marine industrial system and combines the five development concepts with industrial quality, structure and power to understand "what is a modern marine industrial system". According to the new characteristics of modern marine industry system and the development trend of China’s marine industry at present, taking marine industry, core elements and external environment as the starting point, this paper presents the key development areas of China’s modern marine industry system construction to answer the question "how to build a modern marine industry system" and provides theoretical guidance for the high-quality development of marine economy in China.
