摘要
基于AGIL分析图式建立非常态政策学习的结构功能分析框架,探讨危机情境下地方政府的政策学习行为及其运作逻辑。可以发现,地方政府的非常态政策学习行为是有其内在结构的行为系统。作为系统功能的载体,适应系统保障政策学习与危机情态的无缝衔接,目标系统规定政策目标的选取和实现程度,整合系统确保学习行为与总体部署的良好嵌合,维持系统构建支撑政策学习长续运作的价值体系。四重子系统在其结构位置上协同作用,形塑着非常态政策学习的具体样态,使其呈现出自主与被动并存、创新与模仿交织的复杂面貌。
this paper establishes a structural and functional analysis framework of abnormal policy learning based on AGIL analysis schema,and discusses the policy learning behavior and operation logic of local governments in crisis situations.It can be found that the abnormal policy learning behavior of local governments is a behavior system with its internal structure.As the carrier of system function,it adapts to the seamless connection between system guarantee policy learning and crisis situation.The objective system specifies the selection and realization degree of policy objectives,and the integration system ensures the good fit between learning behavior and overall deployment,The maintenance system constructs a value system supporting the long-term operation of policy learning.The four subsystems work together in their structural position to shape the specific state of abnormal policy learning,making it present a complex face of coexistence of autonomy and passivity,and interwoven innovation and imitation.
