船员证书核发中海事管理机构核查船员服务资历方法之探析

Analysis of the Methods in Verifying Seafarers’Service Qualifications by Maritime Safety Administrations during the Issuance of Seafarers’Certificates

船员是影响水上交通安全中的关键因素,船员服务资历是体现技能水平的重要依据,也是船员适任及职务晋升的必备条件,而服务资历核查是甄别船员适任的重要手段。文中结合船员证书核发工作实际,以船员资历造假的案例展开,梳理服务资历造假的几种典型方式,分析了船员申办证书时,海事管理机构审查其服务资历存在问题及困难,提出了服务资历核查的工作方法及管理建议,为海事管理机构开展船员服务资历核查工作提供借鉴和参考。

The seafarer is the key factor affecting the maritime traffic safety.Seafarers’work experience is an important basis to indicate their skills,and also a necessary condition for seafarers’competence and job promotion,while the verification of seafarers’work experience is an important mean to identify seafarers’competence.In view of the actual practice of seafarer certificate issuance,this paper starts with cases of seafarers’experience fraud,identifes several typical patterns of seafarers’experience fraud,analyzes the existing problems and difficulties in the verification of seafarers’experience by the Maritime Safety Administration,and puts forward working methods and management suggestions for the verification of seafarers’experience,with a view to providing reference for the verification of seafarers’experience.
