新时期“破五唯”视角下高职院校科研评价工作探究

Research on Scientific Research Evaluation of Higher Vocational Colleges from the Perspective of“Breaking Five Only”in the New Period

近年来,随着职业教育的高速发展,高职院校的科技体制改革逐渐迈向了深水区。而在科技体制改革的进程中,科研评价占据着重要的地位,也是科研管理非常重要的组成部分。对科学的科研评价体系进行研究,成为科研工作中一项重要的课题。具体分析现阶段唯项目、唯论文、重数量轻质量、重专利授权轻专利转化应用、重期刊等级轻论文实际价值等现状,深入剖析高职院校科研评价工作过程中导致定位模糊、评价标准单一、评价周期较短等问题的深层原因,在此基础上提出树立正确的科研评价导向、实施多层次分类评价、完善专家评审机制、加强科研成果转化应用等构建新时期高职院校科研评价体系的对策与建议。

In recent years,with the rapid development of vocational education,the reform of science and technology system in higher vocational colleges has gradually stepped into the deepwater area.In the process of science and technology system reform,scientific research evaluation occupies an important position,which is also a very important part of scientific research management.The research on the evaluation system of scientific research has become an important subject in scientific research.Analyze the current situation of focusing on projects and papers,emphasizing quantity over quality,emphasizing patent authorization over patent transformation and application,emphasizing journal grade over the actual value of papers,etc.,in-depth analysis of the deep-seated reasons for the problems of fuzzy positioning,single evaluation criteria and short evaluation cycle in the process of scientific research evaluation in higher vocational colleges.On this basis,put forward some countermeasures and suggestions for the establishment of scientific research evaluation system in Higher Vocational Colleges in the new period,such as establishing correct scientific research evaluation guidance,implementing multi-level classification evaluation,improving expert evaluation mechanism,and strengthening the transformation and application of scientific research achievements.
