乡村振兴战略下农村中等收入群体培育路径探析

乡村振兴是党和国家的一项重大战略,也是一项长期的历史性任务。2022年中央一号文件《中共中央国务院关于做好2022年全面推进乡村振兴重点工作的意见》着重指出,坚持做好“三农”工作,接续全面推进乡村振兴,确保农业稳产增产、农民稳步增收、农村稳定安宁。确保不发生规模性返贫,努力让脱贫群众生活更上一层楼,为保持平稳健康的经济环境、国泰民安的社会环境提供坚实有力的支撑。现阶段,应该牢牢抓住实施乡村振兴这一历史机遇,坚持农业农村优先发展,推动广大农民群体跻身中等收入群体阶层,增加中等收入群体规模和富裕程度,促进城乡居民共同富裕。

The No. 1 Central Document in 2022, the opinions of the CPC Central Committee and the State Council on comprehensively promoting the key work of Rural Revitalization in 2022, emphatically points out that we should persist in doing a good job in the work of agriculture, rural areas and farmers, continue to promote rural revitalization in an all-round way, ensure stable agricultural production and production, steady increase in farmers’ income, stability and tranquillity in rural areas, ensure that large-scale return to poverty does not occur, and strive to lift people out of poverty to another high-rise,so as to provide solid and strong support for maintaining a stable and healthy economic environment and a social environment of national prosperity and people’s security. At present, we should firmly seize the historical opportunity of rural revitalization,give priority to the development of agriculture and rural areas, promote the broad masses of farmers to join the middle-income class, and increase the size and affluence of middle-income groups, in order to promote the common prosperity of urban and rural residents.
