煤炭企业安全投入保障机制的博弈分析

Game Analysis of Safety Investment Guarantee Mechanism of Coal Enterprises

为构建安全生产责任保险实施后煤矿企业安全投入的保障机制,找出影响煤炭企业安全投入的各种保障因素,运用博弈分析构建了四组博弈模型,通过分析得出影响煤炭企业安全投入的各种保障因素,进而构建煤炭企业安全投入保障机制结构图,明确政府在企业安全投入保障中具有监管和政策引导重要作用,且投保安责险有助于保障煤炭企业安全投入到位,最后提出保障企业安全投入充分的政策建议。

In order to construct the safety investment guarantee mechanism for coal mines after implementing work safety liability insurance,and find out the different kinds of guarantee factors that affect the safety input of coal mines,four sets of game models were constructed by using game analysis.Through the analysis,various guarantee factors affecting the safety investment of coal enterprises are obtained,and then the structure chart of the safety investment guarantee mechanism of coal enterprises is constructed.It is clear that the government plays an important role in supervision and policy guidance in the safety investment guarantee of enterprises,and the investment of security liability insurance helps to ensure the safety investment of coal enterprises in place.Finally,policy suggestions to ensure the full safety investment of enterprises are put forward.
