“七普”视角下我国人口结构转变与国土空间规划应对

China’s Population Structure Change and Territorial Space Planning Response Based on the 7th National Population Census

第七次全国人口普查数据显示我国人口发展已进入历史转型阶段,人口作为国土空间规划的核心要素势必会对今后国土空间开发格局的形成产生系统性影响。分析当前的人口国情特征对国土空间规划的影响并提出应对策略,是国家为应对人口发展环境变化做出的全域空间战略部署与优化调整。文章在明确当前我国人口增长结构、年龄结构、分布结构和城乡结构的前提下,梳理人口要素在国土空间规划中的作用关系,探讨人口结构转型引发的国土空间规划转型,在空间利用效率、公共服务供给、区域产业发展和城乡融合发展等方面提出国土空间规划应对策略,以有助于提高全域经济发展水平和居民生活品质。

Based on the 7th national population census,China’s population has entered a stage of historical transition.Population as a core element in territorial space planning will impact spatial pattern comprehensively.Territorial space planning response based on population change is a comprehensive national strategy.The paper clarifies the population structure in growth,age,distribution,and urban-rural percentage,studies the transition of territorial space planning due to population structural change,and proposes planning strategies in space utilization,public service provision,regional industrial development,and urban rural integration,so as to improve the comprehensive economic development and people’s life quality.
