摘要
党的十八大以来,人才工作被摆在治国理政大局的关键位置。“七普”数据显示,我国人口的数量和结构发生了较大变化。文章以甘肃省各市州为研究对象,采用甘肃省“六普”和“七普”数据,以及2010年和2020年的各市州统计年鉴,运用熵值法和耦合度模型测算甘肃省各市州人才结构、居民生活与经济发展的耦合关系,根据分析结果,针对甘肃省存在的人才和产业发展问题提出以下应对措施:顺应人才空间演化规律,打造多级人才发展高地;突出区域特色,因城施策补齐人才集聚短板;构造创新空间,不断激发人才创新活力。
Talent issue has become crucial in national administration and governance since the 18th CCP National Congress.Based on the 7th national population census data,China’s population number and structure has changed dramatically.With the cities of Gansu province as the study objects,the paper uses entropy method and coupling model to measure the coupling relationship among talent structure,residents'life and industrial development based on the 6th and 7th population census data,2010 and 2020 statistical yearbooks and statistics of each city.Based on the analysis results,the paper proposes suggestions as follows:building a multi-level highland for talents in accordance with the spatial evolution rules;making up for the shortcomings in talent agglomeration with regional characters;activating innovation of talents with creative spaces.
