摘要
陆路口岸布局规划在理论和学术研究上是一个新的课题。文章以深圳为例,探索了陆路口岸布局规划编制的方法:在深圳“两级三类”国土空间规划体系下,建立两级联动的“陆路口岸总体布局规划—陆路口岸详细规划”法定规划编制体系;深港两地政府联合成立陆路口岸总体规划专责小组、详细规划专责小组和运营管理专责小组3个层次的沟通协调机制;以形成布局合理的陆路口岸体系为目标,融合传统专项规划编制技术,明确深圳陆路口岸布局规划编制的主要内容。
Land port layout planning is a new topic in theoretical and academic research.Taking Shenzhen as an example,this paper studies the land port planning method:Firstly,a statutory planning system including master plan and detailed plan of land ports shall be established in the context of Shenzhen territorial space planning;Secondly,the Shenzhen and Hong Kong governments shall jointly establish a three-level communication and coordination mechanism consisting of the port overall planning task force,detailed planning task force,and management task force;Thirdly,the main contents of the planning and layout of Shenzhen land port needs to be specified integrating traditional special planning preparation techniques.
