学术期刊同行评议中的学术不端行为及防范

Academic misconduct and prevention in peer review of academic journals

以国家新闻出版署发布的CY/T 174—2019《学术出版规范期刊学术不端行为界定》为参照,探讨了同行评议中学术不端行为的类型及成因。为更好地防范此类学术不端行为,学术期刊及编辑应对专家信息定期进行更新和维护,及时淘汰不合格审稿专家;强化编辑初审力度,控制稿件送审频次;加强交流互动,提高稿件送审精准性和有效性;完善期刊审稿流程建设,降低编辑主观偏好的不良影响。

With reference to the Academic Publishing Standards and Periodical Academic Misconduct Definitions(CY/T 174-2019)issued by the National Press and Publication Administration,this paper discusses the types and causes of academic misconduct in peer review.In order to better prevent such academic misconduct,academic journals and editors should regularly update expert information,and promptly eliminate unqualified reviewers;strengthen the editor’s initial review efforts and control the frequency of submission of manuscripts for review;strengthen communication interaction to improve the accuracy and effectiveness of manuscript submission for review;improve the construction of journal review process and reduce the adverse effects of editors’subjective preferences.
