大数据时代“数字政府”的系统建构——基于IGR法则的讨论

The Systemic Construction of“Digital Government”in the Era of Big Data:A Discussion Based on the IGR Rule

随着大数据时代的到来,“基于数据的治理”与“针对数据的治理”成为国家治理的重要使命,“数字政府”的系统建构有利于推进数据资源的整合利用,提高决策的科学性和有效性。鉴于信息流动遵循与电流在电力系统网路中高度相似的科学规律,国家治理信息网络与全国电力系统网络都是高度混沌的网络结构,本研究借鉴电力系统在“稳控”领域采用的基本法则——“欧姆定律”,推导出关于国家治理信息网络稳控的IGR法则,以便进行数字政府的统筹设计与风险防控。研究认为,国家治理信息网络的建构应着重从“国家治理体系现代化”“国家治理能力现代化”“政府行政治理制度”“治理大数据规制”等四个着力点入手;通过国家治理信息网络的科学搭建与稳定运行,促进我国各级政府转型升级为“数字政府”,形成可持续发展、可无限更新的治理能力,以政府的数字化促进治理的智慧化,提升“国家治理商数”。

The era of big data era is arriving,“big data-based governance”and“governing big data”have become important missions of national governance.The systematic construction of“digital government”is conducive to promoting the integration and utilization of data resources and improving the scientific and effective decision-making.Since information flowing in the national governance information network follows a scientific law that is highly similar to the current in the power system network,both network are highly chaotic network structures,drawing from the“Ohm’s Law”based on the stability control of power system,this paper deduces the IGR law on the stability and control of the national governance information network to carry out the overall design and risk prevention of the“digital government”.It is believed that the construction of the national governance information network should focus on“modernization of national governance system”“modernization of national governance capability”“government administrative governance system”and“governance big data regulation”.Through the scientific establishment and stable operation of the national governance information network,it can effectively promote the transformation and upgrading of governments at all levels in our country to“digital government”,so as to form sustainable development and infinitely renewable governance capabilities,promote the wisdom of governance through the digitalization of the government,and improve the“national governance quotient”.
