城乡融合背景下新乡贤参与乡村公共治理的实现机制——基于制度与生活视角的个案考察

Exploring the Realization Mechanism of New Rural Elites’Participation in Rural Public Governance in the Context of Urban-rural Integration:A Case Study Based on Institutional and Life Perspectives

随着城乡融合不断推进,如何提升乡村公共治理的有效性、助力乡村振兴成为热议的话题。在当前乡村公共治理的地方实践中出现了新乡贤积极参与乡村公共治理的新路径。目前,学界主要基于国家与社会的视角展开分析,但在国家与社会的框架下,从制度与生活的视角通过对正式制度与日常生活之间复杂互动过程的细致描述,能为理解我国当前乡村公共治理实践提供有益的补充。文章基于制度与生活的视角,结合广西壮族自治区崇左市恩城乡那望屯的实践案例,对新乡贤参与乡村公共治理的实现机制展开分析与研究,发现新乡贤参与乡村公共治理经历了制度的运行化、制度的生活化、生活的制度化等三个阶段。在这一过程中,新乡贤拓展了政府与村民直接沟通的渠道,打通了日常实践经验向正式制度流动的通道,为生活的制度化提供了重要支持。

With the continuous advancement of urban-rural integration,how to improve the effectiveness of rural public governance and promote rural revitalization has become a hot topic of discussion.At present,a new path of new rural elites’participation in public governance has emerged in the local practice of rural public governance.Currently,the analysis is mainly based on the perspective of state and society,but a detailed description of the complex interaction process between formal institutions and daily life from the perspective of institutions and life can provide a useful supplement to the understanding of the current rural governance practice in China.Based on the institution and life perspective,this paper analyzes the realization mechanism of new rural elites’participation in public governance by combining the practical case of Nawang Village,Encheng Township in Chongzuo City,Guangxi Zhuang Autonomous Region.It is found that new rural elites’participation in public governance goes through three stages:the operationalization of institutions,the living of institutions,and the institutionalization of life.In this process,new rural elites expand the direct communication channel between the government and villagers,open the channel for the flow of daily practical experience to the formal system,and provide important support for the institutionalization of life.
