New Development Pattern Boosts Rural Revitalization:Connotation,Basis and Path

新发展格局立足于国内大循环,助力乡村农业、产业等各方面优化升级,不断激发农村的市场活力,形成强大的国内市场,为乡村振兴提供了新的历史契机。基于此,探讨双循环新发展格局何以助推乡村振兴。沿着内涵、依据、路径的逻辑进路,将研究内容分为三个部分。具体而言,从阐述新发展格局赋予乡村振兴的五重新内涵出发,深入揭示和阐明新发展格局助推乡村振兴的依据,进而探讨新发展格局下乡村振兴的实现路径。新发展格局下,乡村振兴的内涵更为丰富,紧紧围绕“改革”“精准化”“本土化”“协同”“高质量”等特点在实践层面做出转变。新发展格局助推乡村振兴的依据在于两者之间存在内在逻辑关系,存在作用力,且新发展格局对乡村振兴就乡村农业发展、乡村产业发展、乡村自身发展等方面提出新要求。从理念、制度、科技、治理、规划五个层面对新发展格局下乡村振兴的实现路径进行探讨,分别是推动乡村高质量振兴的理念创新、破除制约乡村高质量振兴的机制障碍、增强引领乡村高质量振兴的创新动力、加快夯实乡村高质量振兴的薄弱环节、开拓通向乡村高质量振兴的必由之路。

The new development pattern,which is based on the domestic circulation,helps optimize and upgrade rural agriculture,industry and other aspects,constantly stimulates the market vitality of rural areas,forms a strong domestic market,and provides a new historical opportunity for rural revitalization.Based on this,this paper discusses how the new development pattern of dual-circulation can promote rural revitalization.Along the logical route of connotation,basis and path,the research content is divided into three parts.Specifically,starting from expounding the five new connotations of rural revitalization given by the new development pattern,this paper deeply reveals and expounds the basis for the new development pattern to promote rural revitalization,and then discusses the realization path of rural revitalization under the new development pattern.Under the new development pattern,the connotation of rural revitalization is richer,and changes are made at the practical level closely around the characteristics of“reform”“precision”“localization”“coordination”“high quality”.The basis for the new development pattern to promote rural revitalization lies in the internal logical relationship and force between the two,and the new development pattern puts forward new requirements for rural revitalization in terms of rural agricultural development,rural industrial development and rural self-development.This paper proposes the realization path of rural revitalization under the new development pattern from the five aspects of concept,system,science and technology,governance and planning:promote the concept innovation of rural high-quality revitalization,remove the institutional obstacles restricting rural high-quality revitalization,enhance the innovation power leading rural high-quality revitalization,speed up the consolidation of the weak links of rural high-quality revitalization,and build the way to rural high-quality revitalization.
