基于GIS的“互联网+”不动产登记管理平台设计与实现

Design and implementation of“Internet Plus”real estate registration and management platform based on GIS

不动产登记方面存在部门之间信息共享难、业务协同不顺畅、办事效率低等问题。本文顺应国家“互联网+政务服务”信息化改革,根据实际工作需求,基于GIS、云计算、移动互联、在线支付等技术,搭建“互联网+”不动产登记管理平台,重构不动产登记流程,并详细阐述“互联网+”不动产登记管理平台的建设思路、技术框架以及功能实现。实践证明,通过该平台可建立不动产登记线上线下一体化办事服务模式,有效提高了不动产登记效率,真正实现“让信息多跑路、群众少跑腿”。

In real estate registration,there are such problems as difficult information sharing between departments,poor business coordination and low efficiency.This article,based on GIS,cloud computing,mobile Internet,online payment,and other technologies,builds“Internet Plus”real estate registration management platform,reconstructs real estate registration process,and expounds in detail the“Internet Plus”real estate registration management platform construction,the technical framework and function implementation by following the national informatization reform“Internet Plus Government Services”,and according to the actual work needs.It has proved that both online and offline integrated service mode of real estate registration can be established through this platform,which effectively improves the efficiency of movables registration and truly realizes“letting information run more and the masses run less”.
