The concept and economic value of blockchain technology has provided a new approach to empower the modernization of the national governance system and governance capacity.The approach must adhere to the philosophy of blockchain technology to meet the needs of social development,leading the social governance community with human-oriented values.It is argued that a blockchain operating mechanism for the social governance community and construction of the legal constraints of the social governance community must be developed and blockchain technology and national governance system are integrated to enhance the country’s modernization.
