基于DEA-Malmquist指数的吉林省卫生资源配置效率分析

Analysis of Health Resource Allocation Efficiency in Jilin Province Based on DEA Malmquist Index

目的从横向与纵向两个层面测算吉林省卫生资源配置效率,为吉林省医疗卫生资源的合理配置提供参考依据。方法运用数据包络分析(DEA)-BCC模型测算2019年吉林省9个地市卫生资源配置横向静态效率,运用Malmquist指数测算2014—2019年吉林省卫生资源配置纵向动态效率。结果2019年吉林省仅有2个地区实现DEA有效,7个地区DEA无效,平均综合效率值为0.881;2个地区规模报酬不变,3个地区规模报酬递增,4个地区规模报酬递减。动态效率分析结果显示,2014—2019年吉林省卫生资源全要素生产率指数均值为0.995,整体呈下降趋势,全要素生产率主要受技术变动影响。结论吉林省应因地制宜,根据各地区实际情况探索稳定有效的卫生资源配置模式,控制或扩大卫生资源投入总量,提高卫生资源配置效率。

Objective The efficiency of health resource allocation in Jilin Province is measured from the horizontal and vertical levels,so as to provide a reference basis for the rational allocation of medical and health resources in Jilin Province.Methods DEA-BCC model was used to calculate the horizontal static efficiency of health resource allocation in 9 cities of Jilin Province in 2019,and Malmquist index was used to measure the vertical dynamic efficiency of health resource allocation in Jilin Province from 2014 to 2019.Results In 2019 the static efficiency analysis results show that there are only two regions in Jilin Province to achieve DEA effectiveness,and 7 regions are invalid.The average comprehensive efficiency value is 0.881;the return to scale in 2 regions remains unchanged,the return to scale in 3 regions increases,and the return to scale in 4 regions decreases.The results of dynamic efficiency analysis show that the average value of the total factor productivity index of health resources in Jilin Province from 2014 to 2019 is 0.995,which is in a downward trend as a whole,and the total factor productivity is mainly affected by technological changes.Conclusion Jilin Province should adjust measures to local conditions,explore a stable and effective health resource allocation model according to the actual conditions of each region,control or expand the total amount of health resource input,and improve the efficiency of health resource allocation.
