摘要
建设全国统一大市场是我国应对当前复杂的国内外经济形势和进一步开展高质量发展的必然选择。汽车产业具备附加值高、产业链长和就业量大的特点,汽车市场是全国统一大市场的重要组成部分,是构建国内国际双循环新发展格局的重要支柱和发展抓手。长期以来,一系列针对汽车生产和消费的地方政策扭曲了地区比较优势,造成了汽车产业的不均衡布局以及严重的消费市场分割。因此,需要综合发挥“有效市场”和“有为政府”的作用,从政策设计层面协调区域间汽车市场的发展。
Constructing a unified national market is an essential choice for China to tackle complex domestic and international economic situations and to further carry out high-quality development.The auto industry is characterized by high added values,long industry chains,and large numbers of employees.The auto market,as an important part of the unified national market,is an important pillar and a starting point to construct the new pattern of double development dynamic with the domestic economy as the thrust and international engagement as the boost.For a long time,a series of local policies on auto production and consumption have distorted the regional comparative advantages,resulting in an unbalanced layout and severe segmentation of the consumer market of the auto industry.Therefore,it is necessary to give full play to the roles of effective markets and capable governments to coordinate the development of the interregional auto markets from the policy-design perspective.
