国有企业混合所有制改革综述

The Review of Mixed Ownership Reform of State-owned Enterprises

国有企业是以国有资本为核心的资源配置机制,国有企业的混合所有制改革是国企出让国有股权给非公有制性质股东的过程。基于文献研究法,对混合所有制改革内涵、动因、路径和分歧等方面进行分析,认为国有企业混合所有制改革成效显著、分歧明显,但存在国有资产的定价与监管不完善、治理模式不系统、高管的激励约束机制弹性大等问题,需要深层次完善。

State owned enterprises are a resource allocation mechanism with state-owned capital as the core.The mixed ownership reform of state-owned enterprises is a process in which state-owned enterprises transfer state-owned equity to non-public shareholders.This paper analyzed the connotation,motivation,path and difference of mixed ownership reform through literature research method.The finding indicates that the mixed ownership reform of state-owned enterprises has achieved outstanding results,with obvious differences,and there are some problems,such as imperfect pricing and supervision of state-owned assets,unsystematic governance model,high flexibility of executive incentive and restraint mechanism,which need to be deeply studied and improved.
