民族地区高等教育、人力资本与科技创新的耦合协调效应

The Coupling and Coordinating Effect of Higher Education,Human Capital and Scientific and Technological Innovation in Ethnic Minority Areas

高等教育、人力资本与科技创新三者的耦合协调是区域经济高质量发展的关键所在。通过耦合协调测算与灰色关联分析,对2010-2019年民族地区三大系统耦合协调度及影响因素进行实证分析。结果表明:民族地区三大系统的耦合协调水平总体较低,且在时间和空间上存在显著差异。空间上,广西、云南、内蒙古耦合协调度相对较高,西藏、青海相反,长期处于失调状态;时间上,各地耦合协调水平均呈上升趋势;影响因素中,专任教师数、高校数代表的高等教育资源排在前列。各地区需要结合地域实际,着眼协调发展关键要素,加强各系统交流合作,促进三大系统的耦合与协调,才能更好地服务于经济社会的持续发展。

The coupling coordination of higher education,human capital and scientific and technological innovation is the key to the high-quality development of regional economy. Through coupling coordination measurement and grey correlation analysis,this study conducts an empirical analysis on coupling coordination degree and influencing factors of the three systems in ethnic areas from 2010 to 2019. The results show that the coupling coordination level of the three systems in ethnic minority regions is generally low,and there are significant differences in time and space. In space,the coupling coordination degree of Guangxi,Yunnan and Inner Mongolia is relatively high,while Tibet and Qinghai are in a long-term disorder state. In terms of time,the coupling coordination levels in all regions showed an upward trend. Among the influencing factors,the higher education resources represented by the number of full-time teachers and universities rank in the top.In order to better serve the sustainable development of the economy and society,all regions need to strengthen the communication and cooperation of all systems and promote the coupling and coordination of the three systems based on the regional realities and fo-cusing on the key elements of coordinated development.
