广东省城市更新绩效的时空变化特征及其影响因素分析

Spatial-Temporal Variation Characteristics and Influencing Factors of Urban Renewal Performance in Guangdong Province

研究目的:探索广东省21个地市城市更新绩效的时空变化特征及其影响因素,以期为有序推进城市更新工作提供理论指导和政策设计支点。研究方法:DEA-Malmquist指数,Tobit模型。研究结果:(1)广东省城市更新全要素生产率呈“N”型变化趋势,当前整体绩效水平较低;(2)广东省各地市城市更新绩效空间差异显著,主要由土地利用压力不同导致的规模效率差异所致,全要素生产率变化趋势迥异则是技术进步引致,其根源是创新能力与学习能力的差异;(3)生产要素投入、市场化水平和产业结构是影响城市更新绩效的重要因素。研究结论:广东省的城市更新政策调整应因城施策,合理调整要素投入结构、协调市场与政府的关系、引导产业转型升级将是政策改进的重要支点。

The purpose of this study is to explore the spatial-temporal variation characteristics and influencing factors of urban renewal performance in 21 cities in Guangdong Province,to provide theoretical guidance and policy design fulcrum for promoting urban renewal in different cities.The methods of DEA-Malmquist Index and Tobit Model are employed.The results show that:1)total factor productivity of urban renewal in Guangdong Province shows an“N”shape changing trend.Urban renewal performance is relatively low in general.2)The spatial heterogeneity of urban renewal performance in Guangdong Province is quite conspicuous.Scale efficiency of urban renewal in relation to land use pressure is one of the most important factors resulting in the spatial heterogeneity.Technological progress which reflects the difference in innovation ability and learning ability in various cities is a decisive factor for the trends of total factor productivity of urban renewal.3)The input of productive factors,marketization level and industrial structure are important factors influencing the performance of urban renewal.In conclusion,the current urban renewal policy needs to be adjusted to release policy dividends.Based on the heterogeneity of urban renewal performance,various cities in Guangdong Province should take different urban renewal policy adaption to local conditions.Rationalizing the factor input structure,coordinating the relationship between market and government,guiding industrial transformation and upgrading conducive to the improvement of urban renewal performance,are the key considerations in urban renewal policy design.
