A study on the U.S.digital engineering strategy and its progress

数字工程战略是美国国防部近年来提出并积极推动的一项重要举措,力图从国防部层面构建面向装备全寿命周期的数字生态系统,研究这一战略的提出背景、主要内涵以及相关进展对于军队当前正在开展的数字化建设意义显著。本文首先从美军面临的外部环境和内部矛盾两个维度揭示了数字工程战略提出的时代背景;其次,结合战略提出的主要愿景,从五个方面深入解读了数字工程战略的主要目标和聚焦领域,厘清了美军提出该战略的总体框架和技术路线;最后,结合美国防部和各军种的具体案例和主要活动阐述了美军开展数字工程的具体措施。剖析美军数字工程战略的进展可以从体制机制、技术实现等不同层面对军队当前正在推进的数字化工作起到提示、借鉴等作用。

Digital engineering(DE)is an important strategy that was proposed recently by the U.S.Department of Defense(DoD).The strategy is currently being implemented with great vigor.The aim of DE is to construct a full-lifecycle digital ecosystem for digital devices at the DoD level.Studying the background,connotations,and advances of this strategy is important for the ongoing digitalization of the military.In this paper,firstly,the context from which the DE strategy emerged is elucidated by examining the internal/external environment and internal contradictions being faced by the U.S.military.Secondly,based on the main vision of DE,the goals and focus areas of DE were interpreted from five perspectives to clarify the overall framework and technical roadmap of the DE strategy.Finally,the measures that have been taken by the U.S.military to advance the DE strategy are studied using specific examples from the U.S.DoD and service branches of the U.S.Armed Forces,as well as their primary activities.A detailed analysis of the U.S.military’s advances in its DE strategy could inform and guide the ongoing digitalization of the military on various levels,including institutional mechanisms and technical implementation.
