理解请示报告制度的科学内涵是新时代深入总结中国共产党党建经验和推进党建实践的必然要求。推动请示报告制度在各级党组织的贯彻与执行,就要坚持政治导向,树牢“四个意识”、落实“四个服从”;严格规范党内政治生活和组织生活;抓住“关键少数”,使高级领导干部带好头、示好范;提高党员干部政治能力,全面增强执政本领;强化制度保障,加强监督问责。

To understand the scientific connotation of reporting system for instructions is the need of in-depth study of the Party building experience of the Communist Party of China and the inevitable requirement of promoting the practice of Party building in the new era. In order to promote the implementation of reporting system for instructions in Party organizations at all levels,we should adhere to the political guidance, strengthen the “Four Consciousnesses” and implement the “Four Obediences”, strictly regulate the political and organizational life within the Party,seize the “critical minority” to make senior leading cadres lead and show good examples, improve the political ability of Party members and cadres, comprehensively enhance their ruling ability,and strengthen the system guarantee to strengthen supervision and accountability.
