农村土地与农民的社会保障研究

Study on Rural Land and Farmers’ Social Security

随着国家实行新的政策,对农村进行改革,传统土地的保障功能呈现弱化趋势,并且保障体系的建立落后与农村的实际发展。农村土地获得社会保障是社会发展的必然趋势,随着城市化发展与农村经济结构转变,传统土地功能对新的保障体系发展产生了负面影响,需要基于土地功能重新构建土地与农民的社会保障制度。本文从土地视角对农村土地与农民社会保障进行分析,针对如何构建社会保障提出相关建议。

With the implementation of new policies and the reform of rural areas,the security function of traditional land shows a weakening trend,and the establishment of security system lags behind the actual development of rural areas.It is an inevitable trend of social development for rural land to obtain social security.With the development of urbanization and the transformation of rural economic structure,the traditional land function has a negative impact on the development of the new security system,so it is necessary to reconstruct the social security system of land and farmers based on the land function.This paper analyzes rural land and farmers’ social security from the perspective of land and puts forward relevant suggestions on how to construct social security.
